UPDATE: In a statement to Kotaku, Blizzard clarified that the level cap and game progression restrictions detailed below are an "unintended consequence" of the 1.0.3 update for Digital Edition purchasers, and that the company is working to fix this problem. Other restrictions on auction houses, public chat channels and games, item dropping and Global Play features will remain in place for new Digital Edition purchases until credit card payments can be approved, in order to "deter credit card fraud, which in turn helps reduce gold spam and other harmful activities that can have a negative impact on the game experience for everyone."
ORIGINAL STORY: Say what you will about Blizzard, but the company seems committed to trying to protect the sanctity and security of the Diablo III experience, sometimes to the annoyance of legitimate players. The company's latest effort to prevent in-game fraud involves restricting players who purchase the downloadable "Digital Edition" of the game to the severely limited "Starter Edition" for up to 72 hours while their accounts are approved by Blizzard staff.
During the review period, digital purchasers will be capped at level 13 and only be able to play up to the Skeleton King in Act 1. Downloaders will also be unable to take part in matchmaking, cross-server global play options, and the real-money and gold-based auction houses until their accounts are approved.
